Functions:

Under limited supervision the Finance Director is responsible for planning, organizing and directing the activities of the County Finance Office. This includes accounting, budget preparation, monitoring financial management and planning and assumes responsibility for all County operations in the absence of the County Administrator. The Finance Director reports directly to the County Administrator.

Duties and Responsibilities

Directs and participates in the review of financial transactions and enforces compliance with standard accounting systems and fiscal procedures.

The Finance Director assumes responsibility for directing and coordination the administration of all County operations in the absence of the County Administrator in accordance with policies established by County Council.

Coordinates with the Administrator and Council regarding development and implementation of County policy; attends Council meetings, hearings and related functions to provide staff support; and communicates with Council regarding specific complaints and/or problem areas.

Assists with the compilation of the annual budget.

Participates in the preparation of the annual operating budget and special capital acquisition plans requested by the County Administrator or County Council.

Supervises and monitors all expenditures and disbursements in accordance with budget appropriations.

Maintains general accounting system for the County.

Prepares and submits financial statements and reports to the County Administrator, Council, Finance committee and Department heads as requested.

Prepares financial data on grants.

Prepares payroll and checks.

Supervises the maintenance and upkeep of county buildings and grounds.

Assists the Administrator in the supervision and operations of all County departments; confers with department/office heads regularly.

Serves as contract administrator for construction projects and consulting relationships authorized by the Administrator or Council.

Performs related duties as required.
